Transparency & Accountability
The Maine Recovery Action Project and the Maine Recovery Access Project are sister organizations, that serve distinct but complementary roles within the broader mission of supporting Maine’s recovery community. The organizations are collectively known as ME-RAP.
While the Action Project engages in community organizing and legislative advocacy, the Access Project focuses on delivering community-based services, education, and resources to support people in recovery and who use drugs, as well as young people, family members, and our allies.
Together, both organizations work hand-in-hand to amplify the voices of those with lived experience, creating a holistic approach to recovery by addressing both systemic change and on-the-ground support.
At ME-RAP, trust and integrity are fundamental. As a registered nonprofits, we are dedicated to financial transparency and accountability. Below you will find our financial statements, providing clear insights into our fiscal management and allocation of resources.
These documents reflect our ongoing commitment to using funds effectively and responsibly. We invite you to review them to better understand how your contributions are being utilized to further our mission.
Maine Recovery ACCESS Project
2024: Establishment of Independent Nonprofit Status
ME-RAP received its official 501(c)(3) determination letter from the Internal Revenue Service (IRS) on July 1, 2024. Prior to becoming an independent nonprofit, ME-RAP operated as a program of Mobilize Recovery, a national nonprofit organization dedicated to supporting individuals and communities impacted by substance use and recovery. Although ME-RAP received its IRS determination in July 2024, we continued operating under Mobilize Recovery for the remainder of that year. ME-RAP did not independently raise or expend funds in 2024 and therefore was not required to file a separate Form 990 for that reporting period. Mobilize Recovery’s Form 990 filings are publicly available on its website.
2025: First Year of Independent Operations
On January 1, 2025, ME-RAP formally began operating as an independent nonprofit organization. Our first full fiscal year ran from January 1 through December 31, 2025. Because 2025 was our first year of independent operations, our first organizational Form 990 covers the 2025 fiscal year.
2026: First Form 990 Filing and Financial Review
Under the IRS filing schedule, ME-RAP’s 2025 Form 990 was originally due on May 15, 2026. In early 2026, our accounting firm submitted IRS Form 8868, which allows a non-profit to request an automatic six-month filing extension. This extended our filing deadline to November 15, 2026. We requested this extension to allow our independent auditing firm sufficient time to complete our first Maine Uniform Accounting and Auditing Practices for Community Agencies (MAAP) review and then for our independent accounting firm to prepare our Form 990. We are pleased to share that our MAAP review has now been completed, and ME-RAP formally submitted our 2025 Form 990, more than a month ahead of the extended November 15 deadline. This is a very standard process for non-profit organizations to undergo when completing audits and tax returns.
Below you will find a copy of both of these documents. We will update this page as additional financial fillings are completed.
